十五大以后，民营经济由“拾遗补缺”而成为“国民经济的重要组成部分”，前所未有的宽松环境为民营经济创造出了更为广阔的发展空间，民营经济为我国经济持续、稳定地发展和经济体制的转作做出了积极的贡献。随着经济全球化和中国加入ＷＴＯ日益临近，如何抓住机遇，实现民营经济二次创新已成为我们面临的重大课题。

Since the 15 NPC, civilian economy has evolved from 'supplement' into 'an important part of the national economy'. The unprecedented favorable environment brine about a good opportunity for the development of the civilian economy. On the other hand, civilian economy makes great contribution to the stable and sustainable development of our national economy and the transformation of the economic system. With the economic globalization and China's entrance to the WTO, we must try to take advantage of the good opportunity to realize the re - booming of the civilian economy.
