本文论述了继续实施国债投资拉动政策需要和产业结构升级更加紧密的结合起来 ,在提出促进我国产业结构升级的国债投资方向———发展高新技术产业及技术创新、提升传统产业和产业集中度三个方面的基础上 ,分析了培育、发展风险投资机制 ,提高国债投资对社会投资的带动作用 ,就国债投资与产业结构升级的结合提出了具体操作建议。

The thesis discusses that the implementation of the policy of investment acceleration on exchequer bond should be integrated more closely with the upgrade of industrial structure in our country.Based on the investment orientation of exchequer bond to accelerate the uqgrade of industrial structure in our country-developing Hi-tech industry and technical innovation,uqgrading traditional industry and industrial centralization,the thesis analyses that the cultivation and development of risk investment mechanism will accelerate our social investment.It also gives suggestions on the operation of the integration of investment on exchequer bond with the upgrade of industrial structure.
