学院制是我国大学中比较广泛采用的分权管理模式 ,本文通过对学院制运行中存在问题的分析 ,认为要真正发挥学院制改革的体制效益 ,必须赋予学院自主理财、自主用人以及自主配置院内物力资源三大权力 ,使得学院成为相对独立的办学实体 ,而自主理财又是学院实体化运作的权力基础 ,并对学院自主理财的内涵、方法作了阐述 ,对学院自主理财的优势进行了分析。

College system is relatively widely adopted management model of decentralization in our country.Based on the analysis of prlblems in the operation of college system,the paper believes it necessary for colleges to be entrusted three powers autonomous financing,autonomous personnel placement and autonomous allocation of college resources so that the advantages of structural reform of college system can be made use of and the college itself will become a relatively independente ducational entity,The paper expounds the connotation and method of college autonomous financing which is the basis of power for college real operation,and makes an analysis of advantages of college autonomous financing.
