Optimizing the Industrial Structure and Reducing the Unemployment Rate

由于我国第一、二产业比重偏高 ,第三产业比重偏低 ,这种不合理性导致就业结构由大到小的排列顺序为第一、二、三产业 ,而第三产业正是吸纳劳动力的主渠道 ,故产业结构不合理是当前失业的主要原因。解决失业、扩大就业的主要途径是保持经济的持续增长 ;进一步推动企业资产重组 ;调整和优化产业结构 ,把调整产业结构、完善所有制结构、工业改革和改组、科技进步等都纳入市场经济新视野 ,通过市场机制的调节 ,促进产业结构的不断优化 ;另外 ,发展私营和个体经济 ,并辅之以适当的优惠政策 ,以吸纳更多的下岗职工 ,同时借鉴国外企业在妥善处理、分流、安置富余人员和下岗职工方面的成功举措。

This paper describes the irrational aspects against the present industrial structure in our country.It is suggested that optimizing the industrial structure and developing private economy should be a successful approach for reducing the unemployment rate.
