The Necessity and Some Problems to Be Solved during the Tenth 5-year Plan While Increasing the Amount of China's National Debt

“十五”期间我国经济发展趋势和国债的供求状况说明 ,政府继续扩大国债规模完全必要。继续扩大国债规模 ,政府必须做到 :(1 )提高“两个比重” ;(2 )优化国债结构 ;(3 )提高国债的支出效益 ;(4 )完善社会保障制度 ;(5)改革税制。

Judging by the developing orientation of our economy and the demand and supply of the national debt during the tenth 5-year plan, it is necessary for the government to increase the amount of the national debt.The government must have a better solution of the following problems: raise 'the two proportions'; better the structure of the national debt; increase the benefit of the output of the debt; perfect the social security system and reform the tax system.
