摘要
研究西部经济应以何种态势起飞 ,本文认为 ,应坚持系统论的整体性原则和整体最优原则。西部经济应以一种以环境建设为“机身”、基础设施建设和资源开发利用为“两翼”、体制创新为“动力”的“飞机式”态势起飞。构建这种经济起飞态势 ,可以发挥本地优势 ,获得比较利益 ,加速经济起飞 。
There exist different opinions about how to speed up economic development in the western-region of China. The author holds that the western regions economy may develop in such a way-with the ecological environment protection as the 'body', infrastructure construction and natural resources development as 'two-wings', system innovation as 'the motive force'. As a result, local predominance can be brought into play to obtain comparative advantage, speed up economic growth and maintain sustainable development.
