尽管没有明确的政策规定,但在一些地区,一些公立医院的确进行了产权制度或产权结构的调整,这已是不争的事实。公立医院进行产权结构调整的基本动力来自市场竞争和生存的压力,如果继续加大市场作用的力度,事态有可能进一步扩大。公立医院产权结构调整的任务与企业产权制度改革有所差异,除了实现多种办医形式目标外,完善非利性医院的治理结构应是公立医院进行产权结构调整的更主要的目标。
It is a obvious fact that some public hospitals have carried out to adjust the properly system or property struc-thure in some areas although without clear policy prescription. The basic motivation came from the pressure of market competition and survival environment. If we strengthen the market' s role continuously, this situation will go further. There is difference between the task of adjusting the pubic hospitals property -right structure and reforming the enterprise property - right system, because the more important goal of adjusting the public hospitals acting property - right structure is to perfect the administer structure of non-profit hospitals besides realizing the goal of varying the medical operational styles,
