In economy they are interwoven with each other to such a degree that if one side's economy declines, the other's will decline in turn. The essay thinks that US-Europe relations will not have a sudden change, but will turn better or worse from time to time and gradually change in the long process during which they might agree with each other in some issues and quarrel in some other issues.
