摘要
香港自 2 0世纪 70年代开始到目前短短的 2 0多年 ,反贪贿业绩为世界各国所瞩目。究其原因主要在于它成功地建立起了自己有效的反贪贿法律体制 :一是机构独立、特别授权、公众协助相结合的外部管理体制 ;二是执行调查、预先防止、联络教育相结合的内部协作制度 ;三是重视举报、举证倒置、证人免责相结合的调查取证制度 ;四是以禄养廉、以严求廉。
Since early 1970s Hong Kong has been well known in the world for its great success in anti corruption and anti bride,the main reason for which lies in the fact that to fight against corruption and bride it has effectively established its law system by setting up an independent organization with special authority combined with public assistance,by conducting investigations and taking precautions in advance with education, by valuing accusation and evidence from the accused and freeing witnesses from responsibility,and by providing handsome salary and being strict with the supervision encouraged and controlled from both inside and outside.
