摘要
从党的十二届三中全会起 ,以增强活力为宗旨的国有企业改革便成为我国经济体制改革的重点。三年脱困目标基本实现 ,国企继续脱困的空间日趋狭小。尤其是即将加入世贸组织将使国有企业改革进入一个新阶段 ,应利用入世协议规定的过渡期打赢一场根本化解深层矛盾的攻坚战。成功的关键在于领导体制的改革 ,改革的基本原则应是 ,在公益性企业引入竞争机制 ,在营利性企业培育民主机制。
Ever since the Party's central committee's third plenary conference of the twelfth congress ,the state-owned enterprises' reform , which aimed at generally strengthening the enterprises' vigour has become the vital point in our country's economic system reform. The realization of the target that 'getting rid of hardship in three years' makes the space narrower for the state-owned enterprises to continue to cast off hardships. Joining the WTO will make the state-owned enterprises' reform reach a new stage , therefore we should make use of the transiting period that the Treaty regulated to settle the deeper contradictions. The Key to succeed lies in the reform of the leadership system and the fundamental principle of the reform as follows: to bring in competitive mechanism to the utilities enterprises and to cultivate democratic mechanism in profit enterprises.
