The paper indicates that all CPC committees at China's institutions of high learning should be on the front of implementing Jiang Zenmin's'Three Represents'theory and turn the institutions of high learning into a base for training pioneers of advanced productive force,builders of advanced culture and safeguards of the interest of overwhelming majority of people.
