A Tentative Probe into the Strategies for Developing Human Resources in the Western Regions

人才是西部大开发的关键和第一决定因素。西部大开发不仅要建设好基础设施，而且还要突破旧的体制和观念，积极探索社会主义市场经济条件下人才资源开发的新思路、新机制、新办法，将充分发挥现有人才的作用与引进人才、相结合，创造有利于培养、吸引、使用人才和鼓励各类人才在西部创业的良好环境，从而建立一支素质高、结构合理、规模适应的西部人才队伍。

Talented personnel are the key and the primary decisive factor in the West Development. The West Development requires not only the construction of infrastructures, but also breaking through the old system and views and actively exploring new thinking, new mechanism and new methods under the conditions of the socialist market system. The available talents should be brought into full play while new talents are introduced from outside. Favorable conditions should be created for training, absorbing, using and encouraging talents to make contributions in the western regions. By doing so, we can have a team of talents with high quality, appropriate formation and a scale suitable for the western regions.
