国有企业应当加强安全防范

The State-owned Enterprises Strengthening Security & Strict Precautions

国有企业的安全和稳定直接关系到改革开放和经济建设能否顺利进行的大局。加强国有企业的安全防范是摆在我们面前的一个重要课题。针对市场经济条件下不同企业面临的新情况、新问题 ,其基本的安全防范措施应当是 :( 1)坚持“谁主管、谁负责”的原则 ,实行安全防范责任制 ;( 2 )认真做好安全信息收集工作 ,妥善处理改革中出现的各种矛盾 ;( 3)紧密围绕生产业务活动开展安全防范工作 ;( 4 )建立一支能适应经济发展的高素质的安全防范队伍 ;( 5 )公安机关加强对国有企业安全防范工作的指导和监督。

The security and stability of stateowned enter-prises directly concern the general situation of referons,opening to outside world and economic construction.Strengthening security and strict precautions of the state-owned enterprises is an important project before us.To counter the new situation and new problems different enterprises face under the condition of market economy,essential methods of security and strict precautions should be :(1) insisting on the principle 'who is its change of management, who is responsible';(2)seriously collecting information of security and properly dealing with all kinds of contradiotions in reform;(3)developing security and strict precautions around production and business;(4)establishing high-qualified ranks for security and strit precautions which meet the needs of economic development;(5)public security organs should supervise and guide security and strict precantion work for the state-owned enterprises.
