我国农村信用社体制改革的回顾与展望

Retrospect and Prospect of China′s Rural Credit Cooperatives

农信社体制改革应在尊重历史、尊重现状和支持“三农”的前提下 ,重点考虑领导管理体制、经营风险、制度选择、经营目标、产权体制等 5大突出问题。本文强调要加强对农信社领导管理 ,实行县 (市 )范围一级法人改革 ,完善法人治理和产权制度 ,转换经营机制。

On respecting the history and current situation, supporting rural regions, system reform of the RCCs should consider five major aspects:the management system, the risk of operation, the path-selection, the aim of management and the system of property rights. The paper emphasizes the supervise and inducement to the RCCs, carrying out the uniform legal person reform in county, perfecting the administer of the legal person and the system of property rights, changing the management mechanism.
