电信等基础设施滞后、观念落后、信用缺乏、IT人才奇缺、物流体系不健全是西部发展电子商务存在的主要问题。政府出台优惠政策 ,指导、敦促金融和电信行业改革 ,倡导网络消费 ;大力推进基础设施建设 ;实施非均衡发展战略 ;引进。

The major problems of developing E com in Western China are those including the lag of infrastructure like telecommunications and of people's ideas, the lack of the credit and IT talented people and the imperfection of the system of material flow. To solve these problems, the main strategy is that our government should make preferential policy to instruct and urge the reformation of finance and telecommunications, to speed up the establishment of infrastructure, to carry out unbalanced development, to introduce and train talented people,etc.
