在加强农业发展基础上稳步增加农民收入

Steadily Increasing the Income of the Peasants on the Basis of Strengthening the Development of Agriculture

增加农民收入的问题绝不是今年或“十五”计划期间的事情 ,必须要实现在加强农业发展基础上的农民收入的增加。当前尤应注意的是 :进一步增强农业与国民经济和人民社会生活之间关系意识 ,始终把农业作为经济社会发展战略的重点 ;进一步研究适应社会主义市场经济建设的内在要求 ,探索有中国农业发展特色的路径 ;进一步按市场和资本规律、市场和劳动规律运作 ,构建新的农业经济组织结构 ,提升农业经营层次 ,完善农业经营形式 ,整合农业经营关系。

Increasing the income of the peasants in not the task for us to fulfill for this year or for 'the Tenth Five-year-plan'. We must lay great emphasis on working out a solution which will solve the fundamental problems once for all,that is,to achieve an increase of the peasants' income on the basis of strengthening the development of agriculture.Currently,we must focus our attention especially on the following aspects:futher intensifying the consciousness on the relevance between agriculture and national economy and people's social life and consistently placing agriculture as the center of the social and economic development strategy;further studying the inner requirement which is in harmony with the construction of our socialist market economy,econmic globalization and the new economic era to achieve an agricultural development with Chinese characteristics;further constructing a new structure of agricultural economy in accordance with the rules in the operation of market and capital and that of market and labor to upgrade agricultural operation,perfect the forms and adjust the relationships in agricultural operation.
