This thesis holds that: 'making administration affairs known to the public' set up upon the platform of Today's Chinese Public Administration is the government's responsibility, not charity; it is the government's act of loving and respecting the people; it is the government's response and more than that it is the interactive responses between the government and the people. To explain and outline the content and relationships of the theory above scientifically hasa very important and creative significance for further advancing the study and practice of the theory,'making administration affairs known to the public'.
