The non-economic elements that can restrict development of western areas,include the creation of new systems,ethnic psychology,ethnic culture,laws,ethnic religion and ethics.Only when the bad influences on the creation of new systems are removed,social capital improved,ethnic culture again developed,perfect socialist law system established,and ethnic minority people's creative power brought forth,can the western areas realize surpassing development of productive forces,and can all ethnic groups of china go to common prosperous future.
