Definitions of the Public Policy

公共政策因为必须而且只能用于解决的公共问题之“公共”，其制定者作为不同于执政党等组织的公共权威（广义而合法的政府）之“公共”，从而有别于“非公共”的政策。公共政策表现为“为”或“不为”的法律和合法的命令、方案等规范，它必须是在一定的历史环境条件下可以被执行的。若不具备或缺少这些特点，就不成其为公共政策。

The public policy differs from the non-public' policy in that it must be and can only be used to solve public problems, and that it is formulated by a public authority-the lawful government in its broad sense other than organizations such as the ruling party.
