The soft budget constraint,first coined by Janos Kornai in discussing the socialist enterprise's behavior,has been widely discussed in later published economic literature.This paper makes an attempt to give a review of the thereotical contribution from the view point of exogenous explanation,first given by Kornai's paternalism,and endogenous explanation,first given by Dewatripont & maskin's time inconsistent problem.
