我国国有企业虽经历了 2 0年的改革 ,但仍未根治机制僵化 ,效率低下 ,负担沉重的痼疾。因此 ,应借鉴国外国有企业改革的成功经验 ,建立国有企业转制基金 ,对公有资产实行分级所有的新体制 ,建立国有资本的自由进退机制和国企减债新机制 ,以彻底改变国有企业的经营效率。

Enterprise reform in our country has experienced more than twenty years, but the chronic and stubborn problems in enterprises have not been solved yet, which cause enterprises system rigid and inefficient. So successful experience of international enterprises should be learned from. We should establish transformable funds, classified public owned property system, free advance and retreat system of state owned capital and reduced debt enterprise system so that entenprises running etficency can be completely improved.
