浅谈高等院校两办的统筹协调职能

高校两办处于党委和行政系统的中枢地位 ,统筹协调是其最显著的特征之一 ,也是其最基本的职能。发挥这一职能 ,应遵循整体效能优化、沟通与导向、补偿与平衡、假说应变协调、政策公开等原则。并处理好被动性与主动性、经常性与阶段性、原则性与灵活性、事务性的与思想性等关系。

The 'Two Offices' of colleges and universities locates at the center position of the party committee and the administtative system. Making overall plans and coordination is one of its obvious characteristics and one of the basic functions. In order to bring this function into play, we should follow the principles: the orders of whole efficiency excellence, connection and guide, compensation and balance, grant of cooperation of meeting an emergency. At the same time,the relationships between passivity and activity,frequency and stages,principles and flexibility,and that of routines and ideas.
