The multi-section policy-making method is presented for the optimum design of junction line network between any two exchanges in local telephone network, an example of the practical design algorithm is used to illustrates the design process. It shows that this method is feasible, and has certain practical meaning for telecommunication network (including city telephone network, local network and trunk network)
