In the development of China′s West regions,it is essencial to take humans as the fundemental to transform mechanisms.The transformation process is to be oriented towards human interest demands,centered around an all-round human development and targted on and targeted on the hum ans －envirom entharm ony and to bring hum ans'subjective initiative into full play so as to control the quantitative index of population，enhance its quality and optim ize its struc－ ture．
