深入实践“三个代表”重要思想 提高高校中层干部的素质及修养

Put the Essence of "Three Representations" into Practice and Enhance the Quality and Cultivation of Mid-Level Leading Cadres

21世纪的国际竞争 ,归根到底是人才的竞争。高等学校担负着为现代化建设培养高素质专门人才的重任 ,因而不断提高高校领导干部素质 ,直接关系到党的基本路线和教育方针的贯彻 ,关系到人才的培养 ,关系到我国现代化的大局。高校中层干部的素质在不同的时期有着不同的内涵和特征。因此 ,结合“三个代表”重要思想的学习 ,结合高校领导干部“讲学习 ,讲政治 ,讲正气”的要求 ,论述了高校中层干部应具备的综合素质及其修养 ,并提出了提高高校中层干部素质的若干途径和措施。

The international competition in 21 st century, in the final analysis, is the competition of talents. Higher institutes,undertaking the heavy task of cultivating high level secialized qualified personnel, should emphasize the enhancement of leading cadres' quality, which is directly associated with the implement of the Party's basic routes and educational policy, and with the overall condition of our national situation. As leading cadres' level in higher institutes have different denotations and characteristics at different stages, dealing with the demand for'advocating study,politics and healthy trends', the authors expound the need of overall quality and training of mid level cadres in higter institutes and put forward some means to enhance them.
