七七事变后,日本侵略者为了保证全面侵华战争的需要和对苏联作战的准备,推行所谓的开发五年计划和北边振兴计划。为了保证所需的劳力及对劳力的管制,先后出笼了《劳动统制法》和《国民勤劳奉公法》。广大劳工在上述两法的统制下,受尽苦难和折磨,但是他们同全国人民一道进行了不屈不挠的斗争,并迎来了最终的胜利和解放。

After'July.7'Incident,in order to ensure the needs of overall invading China and the preparations for the war to Russia,Japanese invaders carried out so called Five Year's plan of Estate Explaitation and Northern Promotion plan.In order to ensure the needs of labour force and its management,they made firstly《Labour Rein Act》and then《Civillian's Deligence and Loyalty Act》.However,they struggle with all the people for their own right and finally won the liberation of themselves and victory.
