从西部开发的特殊性和所处的特殊历史条件出发 ,提出西部开发的关键因素是人才资源开发。而人才培养主要由教育特别是高等教育完成 ,因此 ,高等教育改革又制约着西部开发的质量与速度。

Starting from the particularity of west development and its historical conditions, the article puts forward the viewpoint that the key factor of west development is the development of brain resources. The brain resource development is achieved mainly by education, especially by higher education and therefore, higher education reform decides the quality and speed of west development.
