BOT is pattern that private capital joins in a country's infrastructure construction.Our Country is badly in deed of bringing in foreign capital to develop the infrastructure construction through BOT.There exist differences between BOT govenment Guarantee system and the general one.It's necessary for a government to guarantee BOT projects but not to abuse it and to pay attention to the issue of effectiveness.
