Blaze New Trails in Setting Up Systems to Greet the Globalization of Economy

经济全球化步伐的加快对中国而言 ,既是巨大的挑战 ,又是极好的机遇。要想实施赶超型战略 ,就必须主动开展制度创新。要正确全面认识制度创新的内涵 ,尤其要认清制度创新的实质 ,就是让市场去制定经济活动的游戏规则。政府要善于把握自己经济职能的有所为有所不为 ,即主要精力应放在建立并完善必要的法规 ,侧重“规则管理”,而把传统的生产“过程管理”回归市场去调节。

The speeding up of the globalization of economy is both a great challenge and a good opportunity to China. To carry out the catch up and then surpass strategy, we must understand correctly the roles systems play, economic systems in particular, as motive powers in economic development. Blazing new trails in setting up systems is in essence working out new social and economic rules of games. Inevitably, it is of great importance to government work. The governing ideas and ways of the government must be renewed and the rules of games for the governments, enterprises and social intermediaries must be worked out in agreement with the standard of market economy.
