我们要正确处理经济发展与保护环境的关系 ,要坚持可持续发展和预防为主的原则 ,避免走“先污染 ,后治理”的老路。在西部大开发的战略决策中 ,要把环境保护放在重要的位置 ,树立环保意识 ,克服急功近利思想 。

We should correctly handle the relations between economic development and environmental protection and adhere to the principle of giving priority to sustainable development and prevention, avoiding the beaten track of 'taking efforts to bring pollution under control only when it has become disastrous.' In strategic policy making for the great development of the west of China, great importance should be attached to environmental protection. People's environmental consciousness must be raised and ideas of quick results and instantaneous gains given up before effective measures to protect environment could be taken.
