国民素质文化 ,是指人类在社会历史发展的实践过程中 ,逐渐形成的具有鲜明特征的民族智慧和民族精神 ,是人类素质的发展在文化方面的积淀 ,并通过与人的个体素质意识的有机结合 ,直接作用和影响人的自身素质的发展和提高。国民素质文化是人们对自身素质认识和实践活动的反映与表现 ,是作用和影响国民素质发展的“校正器”。国民素质文化的内涵随着文化的发展而丰富 ,是由文化观念的变革而调整的 ;国民素质文化从诸多学科理论因子研究国民素质理论问题 ,力争探索研究国民素质理论的新方法 ;建设有中国特色社会主义文化 ,极大地丰富了当代国民素质文化的内涵 。

The culture of national quality is a reflection and an expression of people's realization of self quality and practice activities, and also a “correction device” which influences the developement of national quality. The cultural connotation of national quality is enriched with the cultural development and adjusts with the changes of cultural sense. By applying some theoretical factors of many other subjects, the culture of national quality mainly studies the theoretical problem in national quality in order to seek a new method of i'ts theory. Making a study of socialist culture with Chinese characteristics will greatly enrich the cultural connotation of national quality of the times. At the same time, it is one of the most efficient ways of enhancing China's national quality.
