Wastewater is treated and purified into the secondary water resource of city using water with low quality by using water resource, middle water reusing and developing circular washing water, which has the comprehensive benefits of development resource, saving water and environment protection. With the technology of wastewater treatment and the middle water reusing and premier biological treatment by the pool of decomposing excrement, the quality of the outflow wastewater drained from the small communities and the public toilet coincides with the water quality standard of domestic miscellaneous water.
