摘要
招投标建设项目中,对招标文件和投标文件相互关系有两种不同看法,作者在分别介绍的基础上,提出了招标文件是合同管理工作前沿的观点。
As to the interrelationship between bid documents and tender documents in construction projects,different opinions have arisen. The author comes up with the idea that bid documents are the advance extension of contract administration.
