西北地区城市发展的问题与对策

Problems and counter-measures of urban development in northwest

通过实地调研和对自然地理条件、区位因素等分析 ,认为西部地区城市发展面临着脆弱的生态环境和不利的发展区位 ,发展成本和发展难度均高于其他省区 ;西北地区城市发展 ,是政治、经济、自然条件、资源、民族与文化等诸多因素交织、共同作用的结果 ,应注重多种因素的交叉协调 ,寻求其共同作用的平衡点 ,以保证城市发展的合理性、稳定性、可持续性。最后以新疆城市、黄河上游城市群带为例 ,指出新疆应以发展大、中城市为主体 ,带动周围小城市、镇的发展 ;黄河上游地区以兰州、西宁为中心 ,确立共同的城市与经济发展目标 ,建设成以高科技为主导 。

According to the analysis of the conditions, location factors, and social development, it is clear that northwestern urban development faces many disadvantages, such as the fragile natural environment, bad developing location and low developing level of society, weak developing basis, higher cost and harder development than China′s other provinces, Northwest is a region which gathers many nationalities. Multi nationality culture′s mixing together forms the unique multi dimensional culture style, and complicated human and social factors. Northwestern urban development is caused by many factors such as politics, economy, physical conditions, resources, nationalities and cultures. The cross coordination of these factors should be emphasized. In order to ensure the reasonability, stability and sustainablility of urban development, a research should be made for the balance point among their common functions. Taking Xinjiang′s cities and the cities along the upper part of Yellow River for examples, the goal, counter measures, developing mechanism and motivition of urban development are put forward here.
