The educational theory - 'three face to's' put forward by Deng Xiaoping, has combined Marxist theory on education and the socialist educational practice. It has pointed out the general orientation for education reform and development and strategic guidance for the cultivation of personnel in our country based on the socialist modernization and international strategy. The present paper puts forward some proposals for the cultivation of personnel in higher education and educational reform in the twenty first century based on Deng Xiaoping's theory on education: the 'three face to's'.
