国外高层次创新型人才开发政策综述

综合国力的竞争逐渐演变为对人才的竞争 ,无论是发达国家还是发展中国家 ,都在陆续出台各自的人才政策。为了对国外人才开发政策有一整体了解 ,本文从高层次创新型人才的培养、引进、使用等三方面对其进行了综述 。

The comprehensive national force competition is gradually becoming the competition for elite people.Now whether the developed countries or the developing countries have been stipulating and promulgating the senior human resources development policies.In order to get a whole view of the policies,this paper sums up the foreign senior human resources development policies on the basis of cultivating,introducing and employing,which has referential significance to our senior human resources development.
