高等学校要贯彻落实江泽民提出的“依法治国和以德治国相结合”的治国方略，就要紧密结合高校实际，坚持不懈地加强法制教育，依法治校；同时也要坚持不懈地加强道德教育和道德建设，以德治校。

In order to carry Out the general plan of 'Incorporating administering the country by law with administering the country by moral integrity' put forward by Jiang Zemin, the college should make unremitting efforts to emphasize the education in legality and manage with law joining up with the practice. In the meantime, the college should make persistent efforts to lay emphasis on the education and construction in ethics, and manage with moral integrity.
