论国有企业制度创新的障碍与出路

On the Barriers of Innovating State- owned Enterprise System and the Way out

我国国有企业制度创新主要有三大障碍，即思想认识障碍、企业原生障碍、社会基础条件障碍。我们必须进一步解放思想、转变观念，要以产权变革为核心，实行政企分开，卸掉历史包袱。同时，必须对国有资产管理体制进行全面改革，严防国有资产流失；必须精简政府机构，加强法制建设，为企业制度创新提供基本的社会环境。

There are mainly three barriers for the innovation fo our country's state - owned enterprises: the barrier of ideology, the barrier of the enterprise itself and the barrier of the basic social conditions, in view of this, we must further emancipate the mind and convert the idea, and separate enterprise from politics regarding the reform of property right as the core issue and become free from the historical burden. In the meantime, We must comprehensively reform the management system of state - owned assets and take strict precautions against the loss of state owned assets; we must retrench the administrative structure, strengthen the legal institution construction to provide basic social conditions for the innovation of state - owned enterprise system.
