中国儿童社会福利需求探析

A study of the needs of welfare for Chinese children

从某种意义上讲 ,我国目前儿童福利在政策、机制、社会意识等方面的需求已经超过了单纯物质上的需要 ,成为制约儿童福利发展的重要因素。构建现代中国儿童社会福利整体框架要从有中国特色的儿童福利理论建设、政策法规制定、专业队伍训练、发展社会性服务团体等多方面着手 ,将儿童社会福利纳入社会发展建设的总体布局中。

In some sense, the needs of children welfare in China in the facets of policy, mechanism, and social consciousness have been much more important than those purely in the physical aspect, and consequently become the kernel point that restricts the development of children welfare. The construction of an entire framework of children welfare in China has to start from such aspects as establishing a theory of children welfare with Chinese characteristics, drafting up some policies and regulations, training a number of special teams, and cultivating a certain groups for social services. In a word, the issue of children welfare should be taken into account within the overall pattern of social development.
