试论我国依法行政存在的问题及对策

On Some Problems and Strategies of Legal Administration in China

党的十五大明确提出了“依法治国”的基本方略 ,九届全国人大二次会议又把它写进了宪法 ,从而得到了国家根本大法的保障。依法治国的关键是依法行政。文章从“有法可依、有法必依、执法必严、违法必究”这几个方面分析了我国当前依法行政中存在的问题和产生这些问题的原因 。

Ruling by Law\' is one of the basic policies in China which was put forward on the 15th CPC Congress and documented in the Constitution during the 2nd Session of the Nineth National People's Congress. Therefore, it is guaranteed by the most powerful law of the nation. Legal administration is the key to it. Analyzing some problems and causes existing in legal administration from four points, the article proposes some suggestions of how to enhance it.\;
