江泽民总书记提出 :在依法治国的同时 ,要以德治国 ,法治与德治二者不可偏废。在新形势下 ,贯彻落实江泽民同志“以德治国”的重要思想 ,必将对思想政治工作的创新起极大的推动作用。我们应根据“以德治国”的方略 ,把握思想政治工作的新特点 ,明确新目标 ,落实新内容 ,抓住新重点 ,运用新方法 ,把思想政治工作提高到一个新水平。

President Jiang Zemin recently pointed out that the rule of law should be supplemented by the rule of ethics, neither of which should be emphasized at the expense of the other. A faithful observation of 'the rule of ethics' will greatly help innovate ideological and political education under the new circumstances. Based on a good comprehension of the implications of 'the rule of ethics', new trends, new characteristics in ideological and political work must be understood, new goals must be set, new focuses grasped, and new methods employed, so as to promote ideological and political work in the country.
