The capital operation strategy is the necessary choice to re-allocate the resources and realize the creative and discontinuous self-development. It is also the important way to allocate the social resources, promote the floating of stock of assets, make the strengths enhanced each other, and let the investment reasonable. The concept of capital operation is studied firstly. According to the analysis of the misunderstandings on capital operation of state-owned enterprise in China, the paper classifies all the misunderstandings into two types, i.e. the learning misunderstandings and the behavior misunderstandings. Furthermore, the paper researches the root leading to the misunderstandings and discusses the relationship between the two types of misunderstandings.
