The power system operating optimization, which is the most important in the electric power cost synthetic optimization is discassed. The cost factors of thermal power plants, patterns of the storing coal and matching coal are analysed. The mathematical models of the generating sets combination optimization, the generating sets start stop optimization, the economic dispatch among thermal power plants and hydropower plants are presented.
