Describes the process of building up the Harbin substadion of the Tsinghua University Modem Remote Training Courses station (Heilongjiang Electric Power Stall University) , and discusses the role of modem remote training courses in further developing the further education of electric power stalf to satisfy the need for properly trained staff by analysing the ways and means of the substation to achieve remote eduction.
