摘要
提出 WSR环境质量评价思想 ,强调环境系统功能的整体性 .综合评价问题的本质是把评价对象的可测指标转换为较抽象的功能性指标 .基于 WSR的 D-S评价方法建立了科学不确定评价问题的一种置信度模型 ,给出了以下层指标评价建模为信度函数 ,并用 Dempster规则合成为上层指标综合评价方法 ,以便给某一环境系统作出 JIT适时评价和控制及管理 ,以期实现该系统环境与经济结合的“PALATE”
This paper provides an idea of environment quality evaluation based on WSR and holds emphasis on the integrity of environment system functions. The essence of synthetic evaluation problem is to transform these measurable attributes of object under evaluation into its functional attributes which are usually abstract and synthetic. By using Dempster Shafrer theory, this paper constructs a confidence degree model for uncertain evaluation problems and presents an approach by which the index evaluations are modeled as belief functions and combined using Dempster rules to obtain the synthetic evaluation of the higher layered indices .Then, JIT evaluations, control and administration are to be made and 'PALATE' of environment conbined with economics in this system is to be realized.
