回顾了铁路在“九五”期间的3次大提速历程及效果,分析了铁路在“十五”期间所面临的客运市场情况,提出了铁路在“十五”期间的提速计划,包括编制原则、实现目标、提速线路,同时提出了将分3步提速的实施意见及其保证措施。到“十五”末期,将初步建成以北京、上海、广州为中心的,连接全国主要城市的,总里程达14000-16000km左右的全路快速客运网。

The process and result of three speed-increases during the 'Ninth Five-Year Plan' period are reviewed. The passenger transport market that the railway is facing in the 'Tenth Five-Year Plan' period is analyzed. Plan of further raising train speed in the 'Railway Tenth Five-Year Plan' including the preparation principle, the goal and the lines on which train speed will be raised is proposed and the three-phase implementation suggestion and their guarantee measures are put forward. By the end of the 'Tenth Five-Year Plan' period, a high speed passenger transport network centering around Beijing, Shanghai and Guangzhou will be primarily established, connecting the major cities throughout China with a total length of about 14,000 - 16,000 km.
