熊希龄在湖南维新运动时期的激进程度丝毫不逊色于杀身成仁的谭嗣同与唐才常。 他是《湘报》的创办者与主持人。他的“洋人不可与之开衅”的主张不应当片面加以指责。 他在民国初年担任财政总长所经手的大借款是不得已而为之举措，也是唐绍仪内阁全体成员 的一 致决定，不应当由他一人承担责任。他在袁世凯解散国民党和国会的乱命上副署，虽是他难 辞其咎的人生一大污点，却也是有原因和苦衷的，在指责他时也应当多一点理解。他晚年脱 离袁世凯而投身社会慈善事业与抗日救亡，这是他人生最为闪光的一面，应当给予充分肯定 。

Xiong Xi-ling was a radical figure in the Reform Move ment of 1898 in Hunan,who was by no means inferior to Tan Si-tong and Tang Cai - chang, the two martyrs.Xiong originated and supervised the publication of Xiangbao.His proposition“of no-fighting-against-foreigners” should not be condemn ed o ne-sidedly.At the beginning of the Republic of China,he,the Minister of Finance, had to loan a large amout of money from foreign countries under the decision of the whole Tang Shao-yi's Cabinet,hence he wasn't the only one to take full responsibitity for that.Though it is his fault in all his life to sign his name on the order of Yuan Shi-kai to disband the Kuomingtang and the Congress,we should understand him well enough while criticizing him, for he had no other choice tha n to do so.It is his great glory in his life to break away from Yuan and devote himself to social charities and the anti-Japanese cause,which should be adequately regarded as positive.
