推行行政执法责任制的若干问题

行政执法责任制是实行依法行政 ,加强行政执法工作的重要举措。从 1988年开始 ,各级政府在行政执法领域都逐步推行了各种形式的责任制。但由于缺乏系统的理论指导和统一的规范 ,结果是各行其是 ,问题不少。为了使行政执法责任制在全国各地有序地推行 ,我们有必要在理清行政执法责任制的概念、内涵、构成要素的基础上 ,采取相应措施 。

Administrative law enforcement responsibility is an important move in carrying out administration according to related law and strengthening administrative law enforcement work.Since 1988,governmentsat all levels have gradually introduced the responsibility system of various forms in their work.But because there is not a systematic guidance theory and unified regulations,each of them has been going its own way.As a result,many problems have occurred.To practice the administrative law enforcement responsibility in the country in order,it is very necessary for us to strengthen theory research,take appropriate measures and formulate unified regulations on the basis of classification of concept,connotation and key elements of constitution of administrative law enforcement respronsibility.
