“十五”期间我国的经济发展要以经济结构调整为主线。新一轮经济结构调整的思路是 :加快市场化改革 ,创造新一轮经济结构调整的体制条件 ;进行制度创新 ,为新一轮经济结构调整创造制度条件 ;进一步调整国有经济结构 ,加快非公有制经济的发展 ,并将发展特色经济作为新一轮经济结构调整的方向。

During the period of Tenth Five year Plan, the goal of the strategic readjustment of a new round economic structure is to develop hi tech industry with great efforts, accomplish the functional location of state owned enterprises and improve the whole quality of the national economy. The train of thought of the readjustment of a new round economic structure is to speed up the reform of the socialist market, create the condition of system for the readjustment of a new round economic structure, further readjust the structure of state owned economy, speed up the non goverment economy and develop the special economy in China.
