环渤海地区国有企业结构调整对全国具有重要的示范作用。加入WTO对环渤海地区国有企业结构调整提出新的要求 ;国有企业需要重新布局 ,国有企业竞争力有待需要知识资本化和制度创新。因此 ,在环渤海范围内进行国有企业的整体战略布局 ,实施国有企业的战略性重组 ,进行制度创新 ,重新确定企业营销策略 ,具有重要的现实意义。

The structural adjustment of the state-owned enterprises around Bohai Sea area has an important exemplary function for the whole nation. Entering the WTO comes up with new demand for the structural adjustment of the state-owned enterprises around the Bohai Sea area; the state-owned enterprises should be re-arranged; the competitiveness of the state-owned enterprises should be capitalized and systematically innovated. Therefore it has an important practical meaning to implement a complete strategic arrangement around the Bohai Sea area, to carry out the strategic re-investment of the state-owned enterprises,to perform system innovation and to re-confirm the enterprises' marketing strategy.
